It's good to remember God's might in ages past It's good to memorialise positive things. Many trees are being planted for Queen Elizabeth II's seventieth jubilee, some of which may stand for a thousand years (should Christ delay His return).
The context of Joshua four is the children of Israel crossing the River Jordan into the promised land of Canaan. They crossed on dry ground. It was like God rolled out the red carpet for them.
Joshua made Israel memorialise this wonderful miracle with a monument. He knew all too well how fickle we are, and how easy to forget. Just as the UK wants future generations to remember what a blessing Elizabeth II has been, so Joshua wanted Israelite generations to remember God's goodness.
Fear sounds strange for Someone who always comes through for His people. Yet He is the only One we need fear. We don't need to fear His enemies who are putty in His hands.
'Mighty God, may we fear You as we ought, and remember Your goodness to us in Christ our Lord, in whose name we pray, amen'
